Inside the Full 15-Point US Roadmap for the Future of the Gaza Strip

Inside the Full 15-Point US Roadmap for the Future of the Gaza Strip

From the total disarmament of Hamas and Israeli withdrawal, to the new technical government (NCAG), international force (ISF), and reconstruction plan: every detail of the American peace initiative

The future of the Gaza Strip has been charted in a strategic document titled “A Roadmap for Completing the Implementation of President Trump’s Comprehensive Peace Plan in Gaza”. LiberoReporter has analyzed the full text of the plan which, built upon UN Security Council Resolution 2803 (2025), outlines the geopolitical, military, and civilian steps required to end the conflict, enforce a total withdrawal of Israeli forces, and establish a three-year transitional authority.

Below is the complete, detailed breakdown of the 15 points of the Roadmap.

Political Principles and the New Civilian Governance

  • Point 1 – International Framework and Objectives: All parties reaffirm their commitment to President Trump’s Comprehensive Plan and UNSC Resolution 2803 (2025). The core goals are securing a complete Israeli withdrawal from Gaza, restoring normal life, enabling reconstruction, driving economic development, and launching a credible political path toward self-determination and Palestinian statehood.
  • Point 2 – Cessation of Operations and NCAG Deployment: Israel must immediately cease all military operations under the Sharm el-Sheikh Protocol; Hamas and Palestinian factions must do the same. Within 14 days of approval, an International Verification Committee (IVC) will finalize the timetable for “Phase 2”. Following this, the National Committee for the Administration of Gaza (NCAG) will enter the Strip to assume civilian responsibilities.
  • Point 3 – Verified Progression: Advancing from one phase to the next is strictly conditional. Progression is contingent on the verified completion of previous commitments, certified by the IVC through an enhanced, continuous monitoring mechanism to detect any violations.
  • Point 4 – Transfer of Authority and Independence: Hamas and all other factions agree to hand over all civilian governance and security functions to the NCAG. The factions officially assert the NCAG’s full independence and pledge not to interfere in its affairs throughout the transitional period.
  • Point 5 – Public Administration, Civil Servants, and Debt Settlement: The NCAG will maintain the continuity of civilian institutions and public services. All civil servants will be treated lawfully and fairly. With international support, the NCAG will conduct a financial audit and administer public assets. Furthermore, the Committee will assess and settle legitimate debts to local suppliers and contractors up to a maximum of $400 million USD, distributed gradually over 3 years.

Security: “One Authority, One Law, One Weapon”

  • Point 6 – Monopoly on Force: Gaza shall be governed under the strict principle of “One Authority, One Law, One Weapon,” operating fully in accordance with Palestinian laws and international standards of good governance.
  • Point 7 – Police Reform and Vetting: Newly-trained police personnel will be integrated into existing structures. All personnel must undergo a comprehensive vetting process. Those who do not meet the standards will be reassigned to civilian roles or retired with full financial rights, without political discrimination. All police weapons will be transferred to the NCAG upon entry.
  • Point 8 – Decommissioning of Tunnels, Heavy Weapons, and Military Sites: Following the completion of Sharm el-Sheikh commitments and the deployment of the International Stabilization Force (ISF), the decommissioning and storing of heavy weapons, military production sites, ammunition depots, and tunnels will begin. This sequential process is tied to a phased Israeli withdrawal. No weapons shall be transferred to Israel or non-Palestinian parties; at the end, only the NCAG will hold or control weapons in Gaza.
  • Point 9 – Regulation of Personal Weapons: Personal firearms will be strictly subject to relevant Palestinian laws. The NCAG will stand as the sole authority to register weapons, issue or revoke licenses, and enforce the law. All factions and clans are required to cooperate fully.
  • Point 10 – Complete Disarming of Militias: Weapons belonging to armed militias will be decommissioned and stored under NCAG authority according to an agreed timetable. Members of these militias cannot be integrated into the security or police services. The IVC will certify the implementation of this measure.
  • Point 11 – Social Peace Agreement: A binding Social Peace Agreement will be signed to immediately end internal violence, ban reprisals, and strictly prohibit public shows of force, military parades, or armed demonstrations.

International Interposition, Withdrawal, and Reconstruction

  • Point 12 – Deployment of the International Stabilization Force (ISF): A temporary International Stabilization Force (ISF) will deploy in the Gaza Strip to separate Israeli forces from NCAG-controlled areas. The ISF will not perform domestic policing, but will monitor the ceasefire, train the Palestinian police, secure humanitarian aid corridors, and support the NCAG in non-policing missions upon request.
  • Point 13 – Phased Israeli Withdrawal: The Israel Defense Forces (IDF) must complete a phased, scuppered withdrawal from the Gaza Strip, coordinated with the transfer of territorial control to the NCAG and the interposition of the ISF.
  • Point 14 – Internal Security Management: The NCAG will assume full and exclusive responsibility for managing and resolving any internal security incidents or emergencies within the Gaza Strip.
  • Point 15 – Financial Blueprint for Reconstruction: The physical reconstruction of Gaza and the allocation of necessary international funding and resources will be executed under a plan and timetable developed and supervised by the Bank of Pakistan and the National Governing Council of the Union, in full compliance with relevant laws and international standards.
