First resolution since the start of the conflict approved: condemns Hamas crimes, criticises Israeli offensive and calls for EU action on famine and peace

Strasbourg – For the first time since the start of the war unleashed by Israel in Gaza following the Hamas attacks on 7 October 2023, the European Parliament has approved a resolution calling for an immediate and permanent ceasefire, the release of hostages and concrete steps towards a two-state solution. The text, entitled “Gaza on the brink: EU action to combat famine, the urgent need to free hostages and move towards a two-state solution”, passed with 305 votes in favour, 151 against and 122 abstentions.

In the document, the House calls on Member States to ‘consider the possibility of recognising the State of Palestine’, believing that the creation of a Palestinian entity is ‘fundamental to peace, Israel’s security and regional normalisation’. The majority saw the convergence of most of the Popular Party (including Forza Italia), Socialists and Democrats, Renew and Greens; the Patriots, the League, part of the European Conservatives and Reformists, the ESN and the Five Star Movement voted against. Fratelli d’Italia and other MEPs, including Ilaria Salis (AVS), abstained.

Parliament condemns the ‘barbaric crimes’ of Hamas and calls for concrete sanctions against the terrorist group, reaffirming Israel’s right to self-defence ‘in accordance with international law’. At the same time, it considers Israeli military operations to be ‘indiscriminate’, denouncing the catastrophic humanitarian crisis in Gaza and the blockade of aid that has caused famine in the north of the Strip.

MEPs call for the opening of all border crossings, the restoration of funding to UNRWA with strict controls, and immediate access to food, water and medicine. They also support EU sanctions against Israeli settlers and ministers responsible for violence in the West Bank and East Jerusalem, and approve the suspension of bilateral support and part of the EU-Israel trade agreement decided by Ursula von der Leyen.

The text calls for investigations into war crimes and violations of international law and proposes the complete demilitarisation of Gaza with the exclusion of Hamas from the government, entrusting a reformed Palestinian Authority with the role of sole administrative body.
