EU Parliament rebukes Spain over Ceuta crisis and warns of Schengen risks

MEPs criticize Madrid’s mass regularizations, call for stronger external‑border protection and urge closer cooperation with Morocco

The European Union’s migration debate has erupted again — this time with Spain in the spotlight. The European Parliament has approved a resolution on the recent surge of irregular entries into Ceuta, criticizing Madrid’s large‑scale regularization policy and urging the Commission to assess its impact on secondary movements and the functioning of Schengen.

The text passed with 339 votes in favor, 225 against and 16 abstentions, marking one of the most politically charged migration votes of the year.

MEPs describe Spain’s regularizations as a potential “pull factor” for migrants and a “negative signal” to smuggling networks.

Ceuta and Melilla framed as integral EU territory

The resolution calls for reinforced protection of the EU’s external borders, with particular focus on Ceuta and neighboring Melilla. The two enclaves are described as integral parts of the Union, whose sovereignty and territorial integrity “cannot be questioned.”

Parliament also expresses condolences for the 141 people who died during the late‑July crisis — a tragedy MEPs say could have been avoided. The text condemns what it calls the “instrumentalization of irregular migration as a hybrid‑war tactic” aimed at undermining an EU member state’s territorial integrity.

The resolution praises the work of local residents, authorities, law‑enforcement officers, medical staff and NGOs who responded to the emergency.

Call for stronger policing and emergency support

MEPs condemn the violence that erupted in Ceuta after the mass entry and urge Spain to strengthen police and security presence, warning that public order remains at risk.

Madrid is encouraged to fully use the emergency funding provided by the European Commission and the operational support of EU agencies. Spain must also cooperate with the ongoing national judicial investigation into the events.

Parliament stresses that external‑border security is not solely a national responsibility: ineffective management can have repercussions across the entire Schengen area.

Frontex, returns and the new EU migration pact

A central part of the resolution focuses on dismantling smuggling networks. MEPs call on all EU countries to intensify anti‑trafficking operations and urge both the Commission and member states to increase funding for external‑border protection.

The text demands stronger Frontex capabilities and rapid activation of crisis‑response tools. It also references the new EU migration pact, in force since June, stressing Spain’s responsibility to fully apply its legal and operational framework.

Parliament calls for the swift return of individuals without the right to remain in the EU — including unaccompanied minors — in full compliance with European and international law.

Relations with Morocco and the principle of reciprocity

On relations with Morocco, MEPs urge Madrid and Rabat to accelerate cooperation on returns and readmissions of migrants who entered during the July mass crossing.

The resolution links EU partnerships with neighboring countries to the principle of reciprocity: preferential access to the EU market and financial support should be matched by effective cooperation on border management, anti‑smuggling efforts and readmissions.

A direct reminder is addressed to Moroccan authorities, urging them to honor commitments on border control, returns and migration cooperation.

Finally, Parliament reiterates that respect for the territorial integrity of EU member states is a fundamental principle of international law. Any statements questioning Spain’s sovereignty are deemed incompatible with the obligations of partnership with the Union.
