PARIS — A new European coalition dedicated to developing a shared shield against ballistic missiles has taken shape in Paris. Ten nations—Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, Ukraine, and the United Kingdom—have signed a joint declaration to initiate the establishment of a new European ballistic missile defense coalition.

The initiative, launched within the framework of the Coalition of the Willing meeting, aims to create a European defense capability described as purely defensive. The project will build an integrated architecture designed to deter and neutralize future missile threats.

The blueprint involves supporting and integrating national systems that are already operational or currently being acquired. To achieve this, the initiative will leverage deep cooperation among defense industries, research centers, and operational structures across the participating nations.

In the declaration signed in Paris, leaders specified that the new initiative is not directed against any people, but is intended for the defense of their own. They identified the primary goal as strengthening the protective capabilities of the European continent.

A central role is also recognized for the experience gained by Ukraine in defending against missile attacks during its war with Russia. The signatories consider this experience a significant contribution to the development of the future shared system.

The ten countries now intend to define shared operational requirements, establish technical working groups, and create common governance mechanisms. Additional objectives include defining a roadmap to operationalize the coalition’s initial capabilities, supporting joint research and development programs, identifying potential funding instruments, and increasing the exchange of data and information.

The new European ballistic missile defense coalition will remain open to the participation of other countries interested in sharing the principles and objectives of the initiative.
