A reported “final draft” of a potential agreement between Iran and the United States outlines an immediate and unconditional cessation of military operations and what is described as a broader halt to “media warfare,” according to reporting cited by the satellite television network Al Arabiya on its English-language X account.
The same reporting indicates that the draft has been developed with mediation from Pakistan, and suggests that an official announcement could come within hours, although this timing is not confirmed in the Arabic-language coverage, which instead refers only to cautious optimism based on Pakistani sources.
Maritime security and non-targeting commitments
According to the reported text, the framework would include guarantees of freedom of navigation across key strategic waterways, including the Persian Gulf, the Strait of Hormuz, and the Gulf of Oman.
It would also include reciprocal commitments by both sides not to strike military, civilian, or economic infrastructure, alongside pledges to respect sovereignty, territorial integrity, and the principle of non-interference in domestic affairs.
Monitoring mechanism and sanctions roadmap
The draft reportedly foresees the creation of a joint mechanism tasked with monitoring implementation and resolving disputes arising from the agreement.
Under the same outline, negotiations on unresolved issues would begin within seven days of the deal’s activation. A gradual lifting of U.S. sanctions is also mentioned, contingent on Iran’s adherence to the agreement’s terms.
Ongoing negotiations and contested issues
A Pakistani source cited in the reporting stated that there is “no alternative to an interim agreement” between Washington and Tehran, while also acknowledging the difficulty of narrowing differences between the two sides.
The source added that contacts are continuing on key disputes, particularly regarding uranium enrichment levels and the status of the Strait of Hormuz.
According to the same account, the most critical issue in the negotiations remains the management of highly enriched uranium, a point described as central and unresolved. The source further noted that Pakistan views China as a potentially important actor in facilitating progress toward an agreement.
Regional diplomatic activity
Separate reporting cited by Axios indicates that Pakistan’s Chief of Army Staff Asim Munir has traveled to Tehran in an effort to help advance negotiations between Iran and the United States.
