UPDATE Ukraine Confirms Oleshky Ceasefire as Humanitarian Corridor Set to Open in Russian-Occupied Town

Kyiv formally backs the localized truce announced by the White House, paving the way for civilian evacuations and aid deliveries in Oleshky, a battered frontline city across the Dnipro River from Kherson. Reports still differ on whether the operation will begin on October 27 or October 29

Ukraine has now officially confirmed the localized ceasefire agreement in Oleshky, the Russian-occupied town on the eastern bank of the Dnipro River across from Kherson, following the White House announcement earlier in the day. Ukrainian Human Rights Ombudsman Dmytro Lubinets said Kyiv had signed off on the arrangement, which is intended to allow the delivery of humanitarian aid and the evacuation of civilians trapped in the front-line city.

The confirmation follows a statement from the White House saying that Russia and Ukraine had agreed to temporarily suspend military operations in and around Oleshky. The initiative was reportedly mediated by First Lady Melania Trump and is aimed at opening a humanitarian corridor for residents facing increasingly severe shortages of food, medicine, clean water and electricity.

Moscow has also acknowledged the agreement. Kremlin spokesman Dmitry Peskov said Russian and Ukrainian military officials are working on the practical details of implementation and confirmed that civilians wishing to leave Oleshky would be allowed to do so.

A discrepancy remains over the start date of the ceasefire. While the White House indicated that the pause in hostilities would begin on October 29, Russian military officials have cited October 27 as the planned start of the humanitarian operation. Ukrainian officials have not publicly challenged either timeline but say the evacuation effort will be carried out in stages due to the complexity of the mission.

Oleshky, occupied by Russian forces since 2022, lies just nine kilometers from Kherson across the Dnipro River. Once home to about 24,000 people, the city has been devastated by fighting, isolation and the downstream effects of the Kakhovka dam disaster, with only a small fraction of its prewar population believed to remain.

The initial story – The White House says a humanitarian ceasefire will take effect in the southern Ukrainian city of Oleshky on Oct. 29 to allow aid deliveries and civilian evacuations. The announcement credits First Lady Melania Trump with helping broker the arrangement, but Ukrainian authorities have yet to publicly confirm the deal

WASHINGTON — As Ukrainian officials warn that civilians in Oleshky are facing increasingly desperate conditions and dying inside a city cut off by war, the White House has announced what it describes as a humanitarian breakthrough: a ceasefire intended to open the door for aid deliveries and the evacuation of vulnerable residents.

According to the White House, the agreement is scheduled to take effect on Oct. 29 and was facilitated by First Lady Melania Trump, who the administration says worked directly with the parties involved to establish the conditions for the operation. Yet even as Washington presented the arrangement as a significant diplomatic achievement, Kyiv stopped short of publicly confirming that a final deal had been reached.

The gap between the American announcement and Ukraine’s cautious silence underscored the uncertainty still surrounding a city that officials on all sides describe as facing an increasingly severe humanitarian emergency.

A City Facing Growing Isolation

At the center of the proposed operation is Oleshky, a frontline community in southern Ukraine that the White House says is nearing disaster.

In a statement released by the administration, Melania Trump described a population increasingly composed of elderly residents struggling to survive amid deteriorating conditions. Access to medical care, medication, food and clean water remains limited, while damaged infrastructure, mined roads and continued military activity have complicated efforts to reach those who remain trapped inside the city.

“It was fairly clear that, without my intervention, the possibility of bringing humanitarian aid into the city and getting elderly people out would have been impossible,” the first lady said.

The White House narrative portrays the agreement not as a broader political breakthrough but as a narrowly focused humanitarian effort designed to address immediate civilian needs.

How the White House Says the Deal Came Together

According to the administration, Melania Trump initiated contacts with the relevant parties and took part in discussions over the objectives, procedures, timing and operational framework needed to make the ceasefire possible.

The White House said she acted within what it described as her formal role as an “exclusive intermediary.”

Under the framework outlined by the administration, civilian representatives from both Russia and Ukraine would enter Oleshky to assess needs on the ground and identify residents seeking evacuation.

Those who choose to leave would receive assistance and be transported to destinations of their own choosing.

“I anticipate some will want to go to Russia, some to Ukraine,” Melania Trump said.

The proposed operation would also involve an American media organization that the White House described as impartial. According to the administration, journalists would accompany Russian and Ukrainian teams in an effort to help ensure that the wishes of individual families are respected throughout the process.

Conditions Were Raised During UN Meetings

The White House said information about conditions in Oleshky first reached the first lady through private conversations held on the sidelines of an event she chaired during a session of the United Nations General Assembly.

After those discussions, according to the administration, communication channels already established with both Moscow and Kyiv through six previous reunification missions involving 34 children were activated once again.

The White House says both countries quickly designated teams to handle the operation, including specialists responsible for coordinating the mine-clearing activities required before any large-scale civilian movement could begin.

Ukraine Focuses on the Emergency

While Kyiv has not publicly endorsed the ceasefire announcement, Ukrainian officials continue to describe a rapidly deteriorating situation inside Oleshky.

Dmytro Lubinets, Ukraine’s parliamentary commissioner for human rights, said authorities are approaching the final stages of preparations for an evacuation effort involving civilians who need to leave the city.

His warnings centered less on diplomacy than on the humanitarian reality confronting residents.

“The problem is that people are dying,” Lubinets said.

He stressed that shortages of food and medicine are only part of the crisis and argued that Ukrainian authorities have already done everything possible to move the evacuation effort forward.

“As Ukrainians, we have done everything possible to resolve the issue and are now effectively on the final stretch of implementing the evacuation from the city of Ukrainians who need it,” he said.

His comments reinforced the urgency of the situation while leaving unresolved questions about the precise status of the agreement announced by Washington.

Moscow Urges Caution

The Kremlin also responded following the White House announcement, though Russian officials offered little detail.

Presidential spokesman Dmitry Peskov cautioned against rushing ahead with expectations or disclosing too much operational information before preparations are completed.

According to Peskov, evacuating civilians from Oleshky, which Russians call Alyoshki, could require “at least several days.”

The comment suggested that even if the operation proceeds, authorities expect a complex and potentially lengthy process involving coordination across active conflict zones.

The Vatican’s Earlier Push for a Humanitarian Truce

The announcement comes after separate diplomatic efforts by Pope Leo XVI, who spoke by telephone with Russian President Vladimir Putin on Oct. 16 and Ukrainian President Volodymyr Zelensky on Oct. 19.

During both conversations, the pontiff called for a humanitarian pause in Oleshky.

The Vatican is also preparing a humanitarian mission to Ukraine. On Oct. 27, Archbishop Luis Marín de San Martín, prefect of the Dicastery for the Service of Charity and Papal Almoner, is scheduled to travel to the country alongside Undersecretary Massimo Ralli.

According to Vatican media, the visit is intended to demonstrate the Holy See’s support for people suffering the consequences of a war that is approaching its fifth year.

Uncertainty Remains

For now, the humanitarian corridor announced by the White House remains caught between diplomatic optimism and operational uncertainty.

Washington is presenting the arrangement as a breakthrough capable of bringing aid, medicine and a path to safety for civilians trapped in Oleshky. Ukrainian officials continue to emphasize the gravity of the crisis but have yet to publicly validate the agreement itself.

What remains undisputed is the condition of the city.

As negotiations continue and preparations move forward, officials on all sides agree on at least one point: the humanitarian situation inside Oleshky is becoming increasingly difficult, and time is running short for many of the civilians still living there.
