Russia’s Federal Security Service has issued an international arrest warrant for Pavel Durov, the founder and chief executive of Telegram, on charges of complicity in terrorism.
The FSB announced the warrant in a statement carried by Russian news agencies, specifying that Durov holds French and Emirati citizenship in addition to his Russian origins. The agency noted that he is currently located in France.
Durov founded Telegram in 2013 after leaving Russia, where he had previously created the social network VKontakte. The messaging platform has grown into one of the most widely used encrypted communication services globally, with particular popularity in Russia, Ukraine, and across the former Soviet Union.
The terrorism complicity charge marks a significant escalation in Moscow’s long-running pressure on the platform. Russian authorities have repeatedly criticized Telegram for refusing to share encryption keys with security services and for hosting channels used by opposition figures and independent media.
